2025 State Budget Act includes $94.1 Million for State Mandates

On Friday, June 27, Governor Newsom signed 2025 State Budget Act (Senate Bill 101 – Wiener).  Even though the Administration was projecting a $12 billion deficit, State Mandates did not see any cuts.  In fact, funding for Mandated Cost was increased by $2.4 million, most of that increase is to ensure the payments for FY 2023-24 Annual Claims meet the State of California’s Constitutional obligations under Article XIIIB, section 6 (b)(1).

 

Of the $94.1 million of funding in SB 101, more than $58.5 million in Law Enforcement mandates.  Of that funding, some of the most significant programs are listed below:

 

1.     Administrative License Suspension – Per Se                         $   2.39 M

2.     Domestic Violence Arrest Policies and Standards                 $ 10.83 M

3.     Domestic Violence Arrests and Victim Assistance                 $   2.61 M

4.     Health Benefits for Survivors of Peace Officers                    $   2.16 M

5.     Peace Officer Personnel Records: Uniform & Discovery      $   0.92 M

6.     Racial & Identity Profiling                                                     $ 23.89 M

7.     Rape Victims Counseling Center Notice                                $   0.62 M

8.     Sexual Assault Evidence Kits                                                 $ 11.46 M

9.     U Visa 918 Form, Victims of Crime: Nonimmigrant Status  $   2.80 M

 

The State Controller’s Office will issue payment for the FY 2023-24 claims by October 15, 2025, in accordance with Government Code section 17561(d).  In order to avoid having to pay accrued interest on these claims, the checks for these claims must be issued in mid-August (August 15) which is required by Government Code section 17561.5.

 

Historically, these checks have been received by local agencies on or before August 22.
