Commission Approves “Internet Websites and Email Addresses”
On Friday, February 13, the Commission on State Mandates (CSM) approved the Parameters & Guidelines (“P’s & G’s”) for the recently approved Test Claim Internet Websites and Email Addresses.
Since the Ps & Gs were served by the CSM to the State Controller’s Office (SCO) on Wednesday, February 18, the SCO has 90 days to prepare Claiming Instructions (by May 19, 2026) and reimbursement claims will be due to the SCO 120 days after the Claiming Instructions release for costs incurred during FY 2023-24 and FY 2024-25 (September 16, 2026).
Costs incurred during FY 2025-26 will be due in February 2027.
CSM approved the Internet Websites and Email Addresses Test Claim for the following reimbursable one-time activitiees:
Ensure that the Internet website used by the public (including any webpages, web applications, or other related resources within the website) utilizes either a “.gov” top-level domain name or a “.ca.gov” second-level domain name by January 1, 2029.
Ensure any websites (including any webpages, web applications, or other related resources within the website) with a non-compliant domain name the city or county continues to maintain after January 1, 2029 redirects users to a website with a compliant domain name.
Ensure that each public email address provided for the city’s or county’s employees utilizes a “.gov” or “.ca.gov” domain name by January 1, 2029.
With the above in mind, I am reaching-out to all of my clients to identify:
Which cities/counties have incurred eligible costs for FY 2023-24 (January 1, 2024 – June 30, 2024) and FY 2024-25. (for the September 2026 “Initial Deadline”)
Which cities/counties will have eligible costs for FY 2025-26. (eligible for the February 2027 “Annual Deadline”)
Which cities/counties are anticipating for FY 2026-27 (the February 2028 Annual Deadline)
