Commission Approves Parameters & Guidelines for “Racial & Identity Profiling”

At the September 25 hearing of the Commission on State Mandates, the commissioners unanimously approved (6-0) the Parameters and Guidelines (P’s & G’s) for the program “Racial and Identity Profiling” for cities and counties.  This program’s period of reimbursement begins November 7, 2017, however, the requirements of AB 953 are phased in based on the number of sworn officers employed. Thus, the majority of cities and counties will not be eligible to claim costs until Fiscal Year 2021-22, when agencies with less than 334 officers must comply.

The State Controller’s Office is expected to release claiming instructions for the program “Racial and Identity Profiling” on Monday, December 28. The initial claiming deadline is anticipated to be on Tuesday, April 27, 2021.
