Governor Proposes $154 Million for Mandates with his 2023 Budget

Governor Newsom released his proposed 2023 State Budget in mid-January.  In that proposal, the Governor recommended $154.1 in funding for State-Mandated Cost for FY 2023-24.  The proposed funding for FY 2023-24 is 124.3% increase over FY 2022-23 and a 264.3% increase over FY 2021-22.

Of that $154.1 million, $50.5 million is recommended for the new program, “Racial and Identity Profiling” (AB 953 – RIPA).  The $50.5 million will be applied to costs incurred for Waves 1-4 (FY 2017-18 through FY 2021-22). 

An additional $22.7 million is suggested for another new program titled, “Sexual Assault Evidence Kits: Testing” as costs for FYs 2019-20, 2020-21 and 2021-22 are targeted for the funding.
