State Controller’s Office issues payments for FY 2020-21 Claims

On Friday, August 12, the State Controller’s Office (SCO) processed the checks for the Fiscal Year 2020-2021 Annual Claims filed in February 2022. Those checks went into the mail on Monday, August 16 and should have arrived no later than end of last week (Friday, August 26). Not all of the programs were paid at 100% pro rata. Below is a summary of the payment percentages for some of the most popular programs for the FY 2020-21 Annual Claims:

  1. Administrative License Suspension - Per Se (Program 246) - 100.00%

  2. Domestic Violence Arrest Policies and Standards (Program 167) - 98.95%

  3. Domestic Violence Arrests and Victim Assistance (Program 274) - 96.80%

  4. Peace Officers Personnel Records: Unfounded Complaints and Discovery (Program 264) - 94.59%

  5. Peace Officer Training: Mental Health/Crisis Intervention (Program 373) - 100.00%

  6. Rape Victims Counseling Center Notice (Program 127) - 100.00%

  7. U Visa 918 Form, Victim of Crime: Nonimmigrant Status (Program 372) - 89.11%

*The claims titled “Peace Officers Bill of Rights” “Peace Officers Bill of Rights II” and “Local Government Employee Relations” are excluded from the expedited payment requirements of Article XIIIB Section 6 (b)(5) of the California State Constitution.  These programs involves employee rights/protections and are not subject to the “fund or suspend” requirements of the State Constitution.  As a result, the Governor’s Department of Finance and the State Legislature have discretion to fund these programs and do not result in a Budget Act Suspension, if unfunded.
