Mandates Funded in Likely 2023 State Budget Act

According to a correspondence with my legislative contacts at the League of California Cities (“Cal Cities”) on the morning of Monday, June 12, the likely bill for the 2023 State Budget Act will either be Assembly Bill 101 (Phil Ting (D) – Assembly District 19) or Senate Bill 101 (Nancy Skinner (D) – Senate District 9).   

Both AB 101 and SB 101 contain identical funding for SB 90/State-Mandated Costs for 2022-23 Annual Claims and also first-time funding for costs related to “Racial and Identity Profiling” ($50.5 million) and “Sexual Assault Evidence Kits: Testing” ($33.5 million).

As required by the California State Constitution, the 2023 State Budget Act must be approved by both houses of the State Legislature by 11:59 PM on Thursday, June 15, 2023.  From there, the approved State Budget Act bill must be signed by Governor Newsom by Friday, June 30.
