Statewide Cost Estimate for RIPA exceeds $25.5 million

Last month (July 22) the Commission on State Mandates approved a Statewide Cost Estimate for the initial claims of the new program, “Racial and Identity Profiling” (RIPA) for more than $25.5 million. The initial claims include costs for the fiscal years of 2017-18, 2018-19 and 2019-20. An estimated range of $10.8-$11.8 million was approved for the 2020-21 fiscal year. This cost estimate will be included for consideration in the Governor’s January Budget for the 2023 State Budget Act.

If RIPA receives the full-funding in the 2023 State Budget Act, the requirement will stay in-force for the 2023-24 fiscal year and will remain a reimbursable state-mandated cost. If RIPA does not receive this full-funding, it will likely become a budget act suspension as required by Article XIIIB Section 6 (b)(1). The requirements of Assembly Bill 953 (RIPA) will then become optional as of July 1, 2023 and no longer a reimbursable state-mandated cost for cities and counties.
